DUTIES:         The incumbent directs unit office business management functions including administrative and information services.  This includes supervision of subordinate employees in their performance of day-to-day activities.  They develop and maintain unit support services including personnel resource data, forest product sales, and human capital needs.  This position also develops, recommends, and implements unit administrative policies, plans and procedures, budget and procurement priorities.

 

FOREST:              The Shasta-Trinity National Forest, located in north central California, is the largest National Forest in California.  It is comprised of 2.1 million acres ranging in elevation from 1,000 feet to 14,162 at the summit of Mt. Shasta. This forest encompasses five wilderness areas, hundreds of mountain lakes and more than 6,000 miles of streams and rivers.  In addition, there are wild and scenic rivers, national trails and scenic byways and a National Recreation Area.  For further information on the forest, please see www.fs.fed.us/r5/shastatrinity.

 

DISTRICT:           The Trinity River Management Unit lies within parts of Shasta and Trinity Counties.  The unit is critical to tourism, recreation and the economy of Trinity County. COMMUNITY:     The historic town of Weaverville, the county seat, is nestled at the base of the magnificent Trinity Alps Wilderness.  It is about 40 miles west of Redding, California, 80 miles south of the California/Oregon border and two hours from the Pacific Coast.  It is a full-service community of approximately 3,500 people and features a hospital, high school, charter and private schools, satellite junior college campus, restaurants, movie theater, grocery stores, churches, etc.  Public transportation is available with a county bus service.  The closest commercial airport is in Redding.  There is a weekly newspaper in Weaverville and a daily newspaper in Redding. 

There are four distinct seasons.  Summers are dry with temperatures between 80 and 100 degrees F.  Most precipitation falls between mid-October and May, some in the form of snow.  Average precipitation is 36 inches for the Weaverville area.  The average temperature in January is 32 degrees and 95 degrees in August.

 

The average 3-bedroom/2-bath house sells for $280,000 in the Weaverville area.  Monthly rental for a 3-bedroom house is about $750.  Housing and rental costs are somewhat lower in surrounding communities.  For further information on the community, please see http://www.weavervilleinfo.com.

DUTIES:

Plans or administers programs or services that analyze and interpret educational and vocational test data for application to individual education plans. Selects, scores, and administers group and individual aptitude, proficiency, interest, and other tests.

Develops objective tests and other instruments to measure student achievement and the adequacy of instruction.

Instructs courses in a program of instruction.

KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to develop, implement and evaluate language instruction and testing programs.

Knowledge of training instruction, principles, methods, practices, and techniques used in language training.

Ability to evaluate language testing in the field.

Ability to conduct language training and to train language trainers in the field.

ADDITIONAL REQUIREMENTS:

The applicant must have language proficiency in French or Spanish.

The applicant must have experience as an American Council on the Teaching of Foreign Languages (ACTFL) tester.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the FP-03 level includes one year of specialized experience at least equivalent to the FP-04 or GS-11 level that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: (1) Teaching or instructing an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). (2) Supervising or administering a training program. (3) Development or review of training/course materials, aids, devices, etc., and evaluation of training results. (4) Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
